We used to shoot sillys league at our club on the second shoot of each month. If every club in the country interested shot sillys monthly and scores were verified by club a offiicial then forwarded to a nominated co-ordinator this could form a national postal league.

This format works well for the various national & Reagional paper target comps, where a small fee is paid by each competitor to cover costs and possibly some small trophies.
