Unhappy Scottish Licencing?

I know it's been mentioned before, but in case someone hasn't seen it. Have a look at this:

My qustion is how do they intend to control cross border shooting and travelling to comps etc. Will visitors to Scotland be required to obtain a licence? Confusing isn't it? And bad news for the Scottish.

Lt. Chard: If it's a miracle, Colour Sergeant, it's a short chamber Boxer-Henry point-four-five caliber miracle.
Col.Sgt. Bourne: And a bayonet, sir, with some guts behind it.

Totally ineffective tripe whats the point in licencing new guns the problems are not caused by people who buy new guns (Whose details are recorded anyway), the problems are caused by scrotes who buy a 5th hand peice of junk off a mate
