Default Posting Air Rifle Barrel

Please could someone put me straight.

I wish to purchase a barrel and shroud from a dealer.
They refuse to post only to RFD

Is this because the item's are new ?
Where do you they draw the line, scope enhancer, match trigger

It is because of restrictions imposed on RFD's by the VCR act, they are not allowed to post barrels that are ready to fit into an action direct to customers, they have to be sold over the counter, hence why it needs to be sent to your nearest RFD. Blank un-machined barrels can be posted but some choose to not do this either.
