Leave the constitution and rules as they are.
set up another class, calling it 'open discipline class' or similar. This stipulates the exact positions that are used in this class, with detailed explanations of the positions allowed. This runs along side the existing classes.
This negates the problem of discrimination but you will find that 99% of people will shoot in the new class. The people who need to use the disabled positions will stay in the class that is used now with the existing rules.
There is then no chance of discrimination.
Its either that or disband the BFTA and start again
That's where i've ended up. There are still downsides. But they have to be stacked against the upsides.
