Steve I'm looking into it too (sad I know but I like learning stuff!) but the nearest referance i've found so far is Pressure Systems Safety Regulations 2000, however we get off on 3 counts, firstly this is concerned with pressure systems at work, secondly Schedule 1(list of exceptions) item 2 states "A pressure system which forms part of, or is intended to form part of, a weapons system." and thirdly that a pressure system of under 250bar/litres "capacity" is exempt. As our cylinders tend to be about 200cc then the pressure of our cylinders would need to be 1250bar to be covered by PSSR (notwithstanding the other 2 exemptions outlined above) There may be more regarding portable cylinders but would have to delve deeper, hope this helps.
