Rather than have a secondary target with a smaller kill ONLY for the disabled or allegedly disabled to shoot, would it make sense to let everyone have the choice?

For example, 35 yard nominal stander, you can shoot it standing conventionally and your target has a 40mm kill. If you want to shoot it in the accepted disabled stance then you can, even if you are able bodied, but the kill is (for example) reduced down to 30mm.

That way there aren't any issues about having a blue car parking badge or a doctor's letter or any need for the chief marshal to be involved in deciding if you are really disabled or not.
