The regions are the members, not the shooters. You are a member of a club, which is part of a region. That region is the member. Thus the members are allowed to attend, but it's not individual shooters. If you are interested in the issues, then your regional AGM is the thing you should be attending assuming your region's constitution allows for such.
In CSFTA the proposed agenda is circulated by our regional secretary to all club reps. Club reps then pass feedback to the secretary the region can decide on a view it takes to the BFTA meeting. I know this is done in a similar way in the MFTA as i've spoken to their rep about views they have taken to the meetings but not personally agreed with, as that's how it was decided on within the MFTA.
