If you want shooters of an "equalish" ability matched against each other then you are heading towards more grades and not fewer.

On the matter of the design of courses, it's written into the SWEFTA rules that for league shoots the host clubs are required to lay out courses in total accord with the specifications, but using the given latitude for imagination and creativity, at the same time trying to ensure that the course is entertaining and of a roughly equivalent level of difficulty as others in the same series.

"Course designers are asked to recognise that most shooters simply want to have an enjoyable day’s shooting, with a fair chance of achieving a score that is appropriate to their grade and position. The rules provide enough flexibility to allow a wide variation of course layout from venue to venue yet at the same time achieve a reasonably consistent level of challenge."
