I will vote no.
I think marshalls should be more active in timing people 1st to see how it goes.
If anyone thinks a group/individual is taking to long they should approach a marshall to keep an eye on them.
There are a few shooters that take their time, especially if it's windy & this really slows things down, more-so IMO than calling targets.
I think it needs calrifying though that it's from the moment you approach the peg or the moment you eye the scope as there seems to be a little confusion.
In life you should not persue goals that are easily achieved, develop an instinct for what can be only just achieved through your greatest efforts.
