I have just done a test in the back garden, I have a 15mm kill knockover that has had a lot of abuse and spaying and it suffers from flaking really badly.
When I spray it, after about 10 misses the paint starts to drop off. I have ground off all the paint to bare metal and resprayed with
1 coat (no flaking after 40 misses)
2 coats (no flaking after 40 misses)
3 coats (no flaking after 40 misses)
and that's when I got board and came in. It would appear that as long as the targets are ground down and resprayed before an event, there should not be a problem.
Personally, I like yellow paint as you get less glare in bright sunlight.
