There has to be some blame on the shooters themselves IMO, if the first shooter at the beginning of the shoot at the offending target/lane called for the chief marshal BEFORE shooting it and complained, surely it could have been changed, altered etc. If someone shoots an "illegal" target at the beginning of the course before anyone else has shot it then everyone must do so, IMO there lies the problem.

Course builders must ensure though the targets are all compliant and fully know and understand the rules though and there is a big responsibility on their shoulders.
