The BFTA rules are distributed to the representative responsible for the holding of the GP in their region.
It is up to them, and the course builder(s) to ensure the course is prepared in accordance with the BFTA rules.
On the day of the shoot, as Conor has said, anyone can query the distance or arrangement of any of the targets prior to the shoot beginning.
If there is an error, I would expect it to be corrected.
If any part of the course is laid out incorrectly, and the region responsible for the GP refuses to alter it, then strictly speaking the GP should be cancelled.
In practice, I doubt it would be cancelled after 150 or so people have travelled several hundred miles to take part.
I would expect that the issue would be discussed at the next BFTA meeting and the region responsible asked to explain their actions.
