Maybe i'm barking up the same (swaying in the breeze) tree but from what my take on it is a gradual introduction of 15mm kill targets and a bit more use of 25mm kills. My take on it is 15mm out to 30yds will focus our minds a bit, certainly at first, and at first we will grumble and miss them........a lot! In time though we will get used to them and will learn them and lo and behold not just the "fast boys" but everyones standard goes up, a good thing! Also the lads who do go abroad to shoot in the worlds also treat 15mm as normal. A cautionary note though, like Steve says courses need to be designed so everyone gets something out of it, not so easy that it gets cleared by almost everyone, but again not so hard that people end up getting disheartened, the skill of the course designer being to mind this happy medium, depending on who the course is aimed at, the 25mm and 15mm kills being tools to help them acheave interesting but challenging courses.
