That is a load of cock.

There are a good many scopes that are designed to dial and have been for a long time - i.e. those with target turrets, especially those aimed for the tactical market. Think Leupold Mk4 for instance - those big turrets are not there for looks.

The scopes we use weren't designed for focal rangefinding for sure, but that is an adaptation the FT fraternity has adopted.
