Playing devi's advocate, no it does not. There is nothing in the Firearms Act or ammendements that says an air rifle has to be bagged in public.

All it says is that if you have it in a public place you need good reason.

the Act gives the following definition: 'In this section “public place” includes any highway and any other premises or place to which at the material time the public have or are permitted to have access, whether on payment or otherwise.'
