Have courses been driven to a state where variable wind can determine whether you shoot a comp winning 58 or an unimpressive 50 ( you've probably done little wrong ... just got unlucky on several targets )? If so the lottery is already there ... and not a lot to do with whether you smoke/vape or not. I really don't see how a puff of smoke/vapour, at the peg, will change that lottery. Every shooter can still throw up a few leaves or a handful of grass or look at the string. As part of a total equation of gathering as much info as you can that puff of smoke/vapour may add a tad more input but by banning that you won't make it a luck free sport re wind.
