Default Windage allowance.

After the extremely windy conditions that were experienced at the 2016 Worlds, a lot of shooters were discussing various different targets and just how much windage they had to give. Anything from "half a mil-dot" to "off the scale" seemed to be the norm. There was even a discussion within a thread on here about one specific target and how much windage was given to knock it over, with what seemed to be quite a lot of variation.

This got me thinking (never a good thing ). I would be interested in knowing target shooters opinions on this subject. When, for instance, you say "I gave it one and a half a mil-dots", are you referring to one and a half a mil-dots from the centre of the kill or from the edge of the kill?
