You always bend by packing. It may not set there, but it puts the scope into a bend. As per the same as misaligned mounts.

The issue is that parallax tubes on side wheel scopes run against the insider surface of the scope's tube, and although they are lubed, bending increases the force required move them and could introduce wear.
