A TIGHT - LOOSE -TIGHT barrel in my experience will not shoot....

The only alternative I see is to remove the tight spot after the barrel becomes loose (Choke) so it will be tight at the chamber and then loose all the way out...

You can lap it, but if the tight spot is on the last 1-2 inches of the barrel, you will do better cutting off this section and re-crowning it...Then you will have a TIGHT-Loose all the way our barrel with no bore dimensions disturbed from lapping...

Another idea is that If you are going to cut this 1-2 inches anyway, you can try machining this section; if the barrel is Button cut, the machining will enlarge the it doesn't enlarge enough or work as required, you were going to cut it anyway....So cut and re-crown.
