Why was it proposed? Litter, second hand smoking, professionalism?

I smoke and try to be considerate, speaking with my shooting partner last weekend he said he had a problem with a smoker blowing smoke in his face while he was shooting, that's not on and some of the new vaping devices produce an EXTREME amount of vapor.

If a club decides they want to be smoke free (I believe there is one already) then cool, that's their prerogative.

Also what agenda was this in? Last one I saw was on the 9th and nothing about smoking mentioned.
