Perhaps yes. There's a type out there sold under a number of brands which either has an Allen bolt or knurled nutt that tightens it down. About 0.5mm from tight mine kicks out of true.

I use a squared photography level on the guns that have flat sections. On guns that don't it's a pain. Scope mounts can be out as well on the rails. It's not easy and it can take a variety of techniques to get a gun level and plumbed before putting a scope on. Trouble is the eye is not the best judge.
