I agree, MFTA is more relaxed as well, I like 40 targets because I'm on the learning curve and for me it's a good thing.

If we all shoot the same guide lines then the course setter can decide how to allow for the conditions on the day.
Oh right, the more I think about about the BFTA should have some official course setters that sign off a course as fit for purpose or of a standard. I don't know what the answer to all this is but I will help.
