I don't think that is Simon's point, there's a very fine art to course setting and if sticking 7 x 15mm's is your answer to making it "hard" then IMHO you're doing it wrong.

It's pretty much the same answer with distance, sticking everything at 50+ isn't the answer either, a good course setter will know the land and wind, they'll use that to make to course interesting/tricky rather than something that is really boring, takes no range finding and feels like at chore by lane 10.
