A perfect starter scope should have multiple aim points, be about 10 mag and an objective of about 44mm or smaller (unless it's the Hawke Nite eye digtal)
The best starter scope is the MTC Viper fixed 10, they are used by new shooters all the way up to people like Richard Woods.
The MTC connect is also good and so is the Hawke Panorama 3-9-40 and the Hawke Tac 30 10x42
Whatever you get, try and make sure it has either a SCB reticule or a Half Mill-Dott as this will help your mate get started.
