That's normal.

Shots at 10m will be lower than shots at 20m.

If you zero at 25, then as a rough guide, shots closer than 20 will go low, lower the closer you get, and shots past 30 will go low and go lower the further you get.

But a gun should hold pressure. Fill it. Take a photo on your camera, then leave it overnight, then look at it the next day.
