As far as I recall, like a ton of Uk law, there is no statutory definition. Therefore the generally accepted term, dictionary definition is applied. In this case it means a gun where the pull of a trigger discharges a bullet AND THEN automatically loads a further round into a position where it can be immediately fired by a second pull of the trigger. Again it's a subtle difference to a revolver which does the reverse.
Edit: so as far as UK law goes the Steyr is a semi-auto, fire first then reload, CP88 not, loads first then fires !
