So the constitution could be changed to set out a process for amendments to rules, and then rules could be changed by whatever process was decided on after that.
This would be a good way to defeat any punishment from the application of the rules, as anyone trying to apply the rules would be breaking the constitution of the entire organisation.

In other words, you cannot apply a rule that under the present constitution cannot exist.
