It's not fair to go on about the stability of the peg. The peg is only used when the front arm and padded target glove rested on the floor, and front of rifle rested on that and butt of rifle rested on the floor technique can't be used.

Both sports have evolved such that the quality and accuracy of the rifles, ranging ability of scopes allowed, add ons allowed and stability of stances in the greatest majority of shots, has meant that targets and kills have to be set at challenging distances and be of challenging sizes. So when you then get some decent wind, or as is the point of the thread, variation in wind, the scores are greatly affected.
