I don't see why. They're just moving the limit around. They could just say if a rifle is capable of +1ft-lb then it's FAC.

Granted it might cause more issues due to the inherent variations not being taken into account that could see much more variation at that low energy, but i'm not holding out much hope given the level of thinking about the law anyway. If they're not listening to the gun lobby in the first place, I don't think they're going to start later.
