a standard test would give a real chance for owners, dealers, police etc. with no standardisation, can the tester move the grub srew in the port? alter the preload on the hammer spring? the answer without std test is yes they can, no wrtten proceedure to say they cant. capable? thats a word written into law.
In this case tho, Capable is finite from a legal view.
