Not disagreeing that its cheating and there will always be that 1% who only think the rules apply when it suits them. The easiest way to nip this in the bud is to make the shooting partner responsible for their companions score card with cards only accepted back in pairs.

If this is a quantifiable issue then perhaps its something for your BFTA rep to bring up at the next meeting.
