I have now fitted an extended pillar to the main stock fitting in front of the trigger, This is a good fit in the hole, thus locating the action front to rear and allowing me to tighten the bolt without crushing the stock.

Set all my ranges at the club, and it now repeats at all ranges, so I guess it must have been moving before.
