So how do you think a no score is going to work? That also has to count for the person's average and drops it even more than having a 1 -
but you don't have to include the 1 in the grading; it's a marker to show the person took part and for whatever reason didn't put their card in.
If you do include it, then it means they will have to try pretty damn hard for the rest of the season if they want to win a gong that year. That's one score they'll want to drop, and one opportunity lost.
If you permit folk to eat their card because they didn't score too well, that sends the wrong message in my view.
