The latter point probably hadn't come up for discussion Adam because it hasn't been raised as far as I'm aware for discussion. But I'm not sure there's much need. You need to be a member of a club within your rgb now, which is one of the reasons we suggested it, so that Rgbs had some idea who was representing them abroad.
We assume a covering letter works for non team members as well?
