Often the scope tube is parallel to the bore, which generally causes the confusion. In fact the sight line is still angled downwards, because the "erector tube" within the scope is angled downwards by means of the elevation turret.

This setup can cause issues with running out of elevation adjustment, hence the need to shim mounts or preferably use adjustable ones or a suitable rail. I don't know why airguns aren't made with an inclined mounting rail, or a slightly upward angled barrel.
