Steyr have been doing this since the first LG110 came out... i know this because Rich had about no.4. That was the first rifle i've ever seen which needed a clean and a cleaning regime. If it wasn't the zero would climb left and up at 25yd's about 1/2" perhaps more. It still grouped a single hole then, but the zero moved. Cleaning it with the VFG kit including the abrasive past and lupus grease got it back. When he first had it it would go after about 50 shots, but calmed down after a while.
After that Steyr did appear from sources (Harry) to change their barrel supply once or twice. Whether they've gone back to doing it, after not doing it for a while, or something's changed I don't know.
