I think there are two ways to look at it.
The rep purely votes the way his region has instructed him, and abstains from any vote on which he has not been instructed,
Or the rep is there representing his region and has been given a mandate to vote on its behalf.
Pluses and minuses for both views.
Do the first and the BFTA gets accused of doing nothing, do the second and they get accused of making decisions with no authority.
Damned if you do....
