The intention was to ban handguns, but rather than try to describe a handgun or pistol for manufacturers to work around they went for the dimensions rule; Parliament's intent was to exclude air weapons altogether, in fact they pampered us by removing CO2 from licensing. Over time the original intent gets lost in translation; same thing happened with dangerous dogs and knives. One of the issues with statutes is that the original Parliamentary debates where all the intention is set out (recorded in Hansard) cannot be quoted in a court of law.
