Looks like this calls for the application of a healthy dose of common sense.
Plus I think nobody wants to go down in history as the guy who got a fellow shooter disqualified becuase of the literal application of a rule that doesn't work in practice, right?
The layout should be 150 targets in length - then you have three lane ones (one for each course), then three lane twos etc. The idea is that you do not gain an advantage due to weather (mainly wind) changes over the 3 days.
