I can see your thinking but there is very little time lost in shooter 2 handing the card to shooter 3 and then picking his kit up and sitting down.
What happens with your suggestion is that shooter 3 almost always ends up marking shooter 1 and shooter 2 as shooter 1 has walked off to put his gun down. This is not a fair share of the marshaling and leads to the first shooter having to rush about when moving off the lane.
I think my approach adds no real time but leads to everyone in the lane having enough time to do what they need at each stage of the process.
