In my experience the factory set the reg pressure to the point where you need the hammer to give the firing valve a pretty sharp tap, and that uses most of the potential in the hammer spring.

It means it's unlikely the average owner could twiddle the rifle over the limit, either by accident or design. So it's a kind of tacit anti-tamper. However you do have to watch for the power rising as the reservoir pressure drops to refill point, and the gun comes off the reg.
