Perhaps a less than ideal situation needs a less than ideal course?

If you put out a 30-lane course but keep the required 50 targets you can fit more people "on course" but that means everyone will shoot a different 25 out of 30 lanes. The onus is then on the course designers to ensure that on average it is pretty much the same. Timing then falls back to number of shooters per lane x 25 x say 3mins. If the attendance is lower then the course can be chopped to 25 lanes, or 26, etc.
