I think reducing rings should be banned on ANY targets used in OPEN events,,,,, keep them for your club shoots Top quality targets can be bought from Peter Underwood and others for £15.00 upwards so I dont think clubs can complain of cost as the amount of targets with these reducers is a small amount of the 30 shot course
[hence for every 3 people entering these OPEN competitions the club could buy a new target }
As to the half kills I think these should be welded on the front of the plate only ,Ive had first hand expierance of these at MAD .

Can see your point Ian, but in reality for a small club with few targets you could be asking them to purchase 18 new targets
