What does matter, is everyone knowing and understanding the rules, those rules being as comprehensive as possible leaving little to discretionary moments, and basically the rules being fair. It also helps if those governed by the rules have some knowledge of how and why any particular rule came about, as rules that appear arbitrary and burdensome are not easily accommodated. We have just that problem in SWEFTA at the moment, where there was too much opportunity for what can only be called cheating. A new rules regime has got that under control, but it has impacted on the innocent as well, and some would like to revert to a less rgorous environment.
