I measured mine very carefully and found that the O ring was being crushed rather too much, the depth of the groove it sat in meant that it was being forced out of round and squeezed into an oval cross section.

Far too difficult to make the groove any deeper so I made the bore of the wheel slightly larger, with wet and dry paper on a mandrel.

Made the side wheel easier to turn and kept the O ring in place so no risk of water getting in. Oh and a trace of lube as well helped.
